Connecticut’s severe lack of affordable homes is acutely felt in New London County where over a quarter of homeowners and almost half of homerenters are cost-burdened, spending 30% or more of their income on housing-related costs. To address the affordable housing crisis in Connecticut, the Connecticut legislature passed General Statutes Sec. 8-30j in 2017, requiring every municipality to adopt a plan for how they will address their affordable housing needs by June 1, 2022.

The Center for Housing Equity and Opportunity (CHEO) of Eastern Connecticut and DesegregateCT have worked together to develop scorecards to assess the local affordable housing plans created by New London County communities and the extent to which they will help to make Eastern Connecticut more affordable for all residents.
