Jessica Kubicki

Jessica Kubicki is the President and Chief Executive Officer of The Housing Collective. This leadership change is taking place as The Housing Collective marks its 20th anniversary in 2026. 

A licensed clinical social worker since 2013, for ten years Kubicki has been a driving force behind The Housing Collective’s growth from a regional homelessness collaborative into a respected statewide leader in housing and homelessness systems change. Throughout her tenure, Kubicki has played a central role in expanding collaboration and trust among providers, public agencies, and community partners, helping to strengthen the systems that connect people experiencing homelessness to housing and supportive services. 

Kubicki helped build the homeless response system in Fairfield County; delivered greater resources and coordination to the homeless response system in Northwest Connecticut; steered The Housing Collective’s partner network through the COVID-19 crisis; and, more recently, helped partners navigate uncertainty as the U.S. Department of Housing and Urban Development shifts its approach to solving homelessness. Kubicki will confidently lead The Housing Collective into its third decade amid increasing housing instability in Connecticut against a backdrop of uncertainty at the federal level. 

Kubicki serves as a Co-Chair of the Connecticut Coalition to End Homelessness Statewide Steering Committee, shaping the direction of statewide action and advocacy to solve homelessness. She serves as Co-Board Chair of Danbury Youth Services and a part of their Juvenile Review Board, and holds a master’s degree in social work from Southern CT State University as well as a bachelor’s in psychology and education from UMASS Amherst.

In 2026, the Connecticut Coalition to End Homelessness recognized Jess with the Carol E. Walter Think, Be, Lead Change Award for her leadership and impact in advancing solutions to end homelessness.
